Well, working visa comes second: you gotta get hired first, then you can apply four a work visa because you need at least a Letter Of Invitation from your employer or his local representative.
Here in DRC for instance you start with (preferably) a business visa, then your employer takes your passport to Customs and Immigration to get you a work permit (process lasts at least 3 weeks).
Licensing is not that much an issue.
It depends VERY much on the place where you're going to work.
In Africa, no licensing is required since you're hired by a private employer who's supposed to hire you on a qualifiaction basis.
In middle eastern countries you might need a license if you work for the governement.
In europ, you gotta get your degree recognized and then get your license.
