I don't think you can use an expired license to apply for licensure by endorsement, you would need an active, valid license (if I'm wrong about that, I'm happy to be corrected).

First, you can't endorse an expired license. You must renew your VT license before you can endorse to TX.
As far as whether CGFNS still has your documents you need to contact them directly. They do not archive your documents infinitely. Only a few months post expiration of credential validation unless you paid for them to retain your credentials.
First renew your VT license. If not active and valid there is no license to endorse. Then contact CGFNS regarding your documents

Hello cal tex! How have u been doing these past few days? Have u found a solution to your problem? I also have an expired vt license.
If your license is expired you have nothing to endorse.
Hi JustBeachyNurse! So, i guess we don't have a choice but to just wait for our PD to become current & be eligible for a visa. Am i right? Or, will having an inactive usrn lic be a problem during the visa interview? Will the updated visascreen be enough? Thanks JustBeachyNurse!
I believe proof of passing NCLEX is all that is needed for a visa screen. VT BoN should be able to provide CGFNS that information when processing your visa screen You need an active nursing license to work as well as a valid work visa. USCIS I'm sure is aware of the issues in obtaining and maintaining a valid US professional license without a valid SSN (not only nurses are affected by the federal mandate)

Thanks. I dont have a problem actually w/ my visascreen coz its already updated. My problem is the inactive/expired USRN lic. But i know that i can renew it anytime once i have an ssn. During the visa interview, will the consul look for an active usrn lic? Or will my updated visascreen be enough to be able to get a visa?
