It won't pass as long as the U.S. Senate or the presidency is in GOP hands. Washington, D.C. residents routinely vote 90%+ Democrat. This would guarantee two extra liberal Democratic U.S. Senators and one extra liberal Democrat Congressman.
I'm indifferent as to whether D.C., or Puerto Rico for that matter, becomes the 51st state. But there's realpolitik to consider. The political caste are loath to give up any advantage for nothing in return.
D.C. has a larger population than wyoming or vermont. Why shouldn't the residents of the district have a say in what happens?
Make them a state after the election. There’s a weird kind of taxation without representation thing with how the district was created under the purview of congress.
