Up to you whether you do online or snail mail for CES CGFNS but be aware if you make any mistakes on the online process you have to write to CGFNS and explain what you did wrong and what it should state.
Whether you start first with CGFNS or state will depend on state, some states require you to do CES first before sending your application to the BON. I would wait until you have completed application before approaching for validation as you may need a CGFNS number which you will not get until you have submitted your application
I personally used CES in applying for the State of Illinois. I paid thru credit card and printed the forms needed. I had my school in the Phils. complete some of the details of the forms and went to PRC for the License Validation form (with the corresponding fees). Then I mailed it in QC Post Office near QC City Hall. I think the time span was I started doing the forms August 2008 and had it finished around January 2009 I guess. I also read from the State's site other useful information so I know what to do after I finished CES.

Should i register online first at the CGFNS site, fill up and send a CES application form online or thru snail mail, or file a request for academic records to my school and a request for validation of registration at PRC?
I filed my application online because it's more convenient on my part. You can immediately receive your order number which you will be writing in the forms for your school (academic records) and prc (license verification). You will also know what documents were waived and needed. Do your online application in the morning (early dawn, between 1 to 4AM) for faster internet connection.
The processing of license verification at PRC is done within 3 days. They will be the one mailing your documents to CGFNS. If you use regular mail, it will be received by CGFNS within 7 - 14 days.
If you already have your TOR then your school will just accomplish the CGFNS form and then sealed the envelop. Request your TOR first if you don't have because some schools are very slow in processing TOR.
