Anyone know is CHC in FL is legit? Anyone graduate from there? I can't find a lot of info on it.

Yes, every program has different graduation requirements. I am glad you provided this information. I was answering your question:
Not every program has an exit exam. While yours did, NOT every program does. Of the 3 programs I taught in, we had an exit exam but none were of the "you need to pass this to graduate" type. All 3 programs had pass rates in the 90s, one year 100% passed. Our work on graduation and good pass rates began on the first day we met the student.
Yes, many programs accredited by the CCNE/ACEN do, but it is not required by CCNE/ACEN.
What happens then if a student does not pass after 2 tries in your program?
The data gathered from these comprehensive exams can be used to improve the program as a whole and improve each course in a program. And to get quality data, each student needs to take the test seriously. At one school I taught in, students came into the exit exam (that had no consequences) hungover, some still smelling of alcohol. The results were awful.
What we wanted was data collected from the test (areas the students did well, areas not so well) and we wanted to be able to guide the student in their future learning. We did consider adding consequences to it but found the ATI section tests (Fundamentals, etc) with a small amount of points did provide the data we needed.
Every program has different needs and 'road maps' to get there.
I am glad your program figured out their 'roadmap' to achieve that 97% NCLEX pass rate for several years.
Another way programs learn about the nursing knowledge of their graduates is the 'Mountain Measurement' reports. While these reports are very expensive, they provide data to the schools on how the middle range of their students did on NCLEX. The report provides the data related to the content that all candidates were required to answer. The content for candidates who passed in the lowest number of questions and those who had to complete the full test was not included.
