It is not possible to work as an nurse (RN or LPN/LVN) in the US without passing the NCLEX. I imagine that is true in most other countries, as well (that you have to pass their licensure exam, that is, not the NCLEX :)).

For a lot of countries you have to meet their requirements and pass English exam (if English is required) As mentioned NCLEX is just for the US, Canada require CRNE. Australia and Canada require either a bridging program or assessment. UK/EU at the moment is hard to get in without experience in certain areas. US has retrogression
A lot will depend on where you want to live and what that country's requirements are for foreign trained

It's normal to be apprehensive about taking exams. I don't know a single person who wasn't nervous about taking the NCLEX! If you want to be a nurse in a foreign country, you need to pass the licensure exam for that country. There is no other option, if you want to work as a nurse.
From what you are saying, though, you are also afraid you will disappoint your family--that they are counting on you to help them financially. That's a lot of pressure, too!
Basically, if you want it badly enough, you will just have to study hard, gather up all your courage, and take the test. You have nothing to lose except the cost of the exam, and if you don't pass, you can always try again. Or you can stay in your own country and try and find a job there. Or you can emigrate to a foreign country and find a job in a field other than nursing.
You are afraid to take a risk...but then we all are! Just don't let your fear paralyze you. Good luck.

Very wide open question. You can work in a health profession in USA without passing / taking NCLEX. You will not be able to work as RN or LVN in USA until you pass NCLEX.
If you passed the NLE in PI, then I am confident you will be able to pass NCLEX.

But still need to meet immigration requirements therefore will depend on what health profession they are as not all will meet immigration

And no matter what, everything is gonna cost money and time. If you need money that bad, I would rather look at a job in your homecountry (callcenter etc).

Gonna have to disagree with the above statement
You can make it to USA and work as a Nurse and get a signing bonus that is 3 to 5 times the annual salary in Philippines, and you will earn for a 1 day salary as nurse in USA what it takes a RN in Philippines to earn in a month.

If you read the OP, she doesn't want to take the exam, because she's scared. So won't qualify for immigration to start with, won't be able to work as a nurse, plus the family situation...
I never said there's no chance to go to the States or give up dreams, but reading the post, that's the best advice for her now, that I can give.
If you don't want taking risk or exams you need to find a different way. And that might be a different job in her homecountry, especially when you don't have any money to spend.

To work as a nurse in the US the OP at some stage will need to pass NCLEX. No way around it. Even if they take CGFNS exam they still need to take and pass NCLEX.
What other visa can she apply for?
H1b is a specialist visa so unless they are specialised in some area then not going to get one. Could come as a student but needs funds up front and no guarantee once thy have finished their training that they can stay in the US. Student visa it is generally accepted that you will return back to your home country. Getting a work visa for the US isn't easy

if you want to work within the ASEAN member nations, then your Philippine RN license may be enough (plus 3 years experience I think)....
as per ASEAN MOA, your license should be recognized by countries like, Malaysia, Thailand, Singapore (?), Indonesia, etc.
