You need to be an RN to get a BSN, and you need a BSN to get an MSN unless it is a combined program, but you still need your RN.

You need to be an RN to get a BSN,
Not necessarily. There are prelicensure BSN programs, so one could theoretically start there rather than with an ADN or diploma.
and you need a BSN to get an MSN unless it is a combined program, but you still need your RN.
Again, not necessarily. There are many programs that offer RN to MSN that do not require or grant a BSN in the process. Yes, they will require RN licensure, but a BSN is not necessary and can be skipped.

Ok,
An RN is either ASN/ADN, or BSN. Both are RNs, both take same NCLEX, but BSN is more advanced degree, takes more time and (usually) more money.
So, if you are an LPN, you can go to ADN/ASN, thus becoming an RN, then BSN, then MSN.
Or, you can go directly to BSN in a prelicensure program, thus becoming an RN, then MSN.
Or, you can find a "direct-entry" program which incorporates some steps. Their admission requirements wary widely, but there are some offering RN to MSN, skipping BSN altogether or "incorporating" it.

You need to be an RN to get a BSN
This is not true. I was not an RN when I earned my BSN. I entered my BSN program directly out of high school and it was my BSN degree that made me eligible to take NCLEX-RN.
So how can I get my BSN not being a RN? I will have my LPN next year. What program online can I go through that I can sit on the RN NClex that is accredited by Washington Oregon California state?
Or LPN to ADN or BSN online programs?
You won't be able to do it online if you are not already an RN. At least I've never heard of being able to do that. Pre-licensure BSN programs are 4 year college programs. University of Washington is consistently ranked as one of the best undergraduate nursing programs in the country.
I also entered from high school- that is what I meant- OP is an LPN, so she would need to do non-accelerated program, not program for nurses already having a RN
