Start with Massachusetts (no temp there and it takes about three weeks after the third party processor receives everything). They require every state license ever held, so if you start with California (also non participating in Nursys), not only will you be paying an extra $60 for California verification, but it may take one or two months extra to get your Massachusetts license.
California does have a temp. In good times, about all it does is allow you to practice until the school transcripts arrive, everything else like license verification and background check has to be done. But in the current circumstances, they are log jammed from extra manual input hours with new software. So there is probably little benefit to the temp if you are doing everything by mail. If you actually visit California, you will speed up licensure time dramatically by doing the Livescan process (not allowed at Livescan vendors outside the state). Even if not able to do that, do not order fingerprint cards from the board, that will just add weeks to the process. The standard FD-258 that any police station will have is what the CA BON uses, just mail it in with your application.
PanTravelers has a nursing board resource that saves a lot of time trying to figure out what it will cost and how long it takes to get a license by reciprocity in every jurisdiction. More useful information than you will find on BON websites! Which is sad of course.

Ok, so i am going to apply for a Cali license. It sucks that Cali doesnt offer a temp license. So am I correct in guessing that obtaining a Ca license is going to take about 3 mos??
I may go ahead and look into MA licensure too. Anyone know if MA has a temp option and how long it takes?
My home stats (illinois) does not participate in Nursys, if that makes any difference.
