I think you can be a caregiver, but you have to make sure with your state.

You'd have to check with your state and the hospitals you're applying to. In MN, the nursing assistants get certified through the state

You cannot work as a nurse until you endorse your NY license to IL. You can apply with a notation that license is pending. Since it seems you are not a new grad in addition to being inexperienced and most major metropolitan areas have an abundance of nurses you will have to likely cast a wide net to secure employment: clinic, outpatient, long term care, assisted living.
Many facilities will not hire you as an NA or UAP since you are educated at the RN level with a license pending. You need to check with the state board of nursing as you might not be able to work as a CNA unless certified.
thanks for the info, maybe Ill try it(the cregiver)
Yes Im might not be considered a new grad anymore I graduated 2011,took my licensure in Philippines dec of 2011 but I just took my ny board exams last oct,I just recently got my license.I dont think Im still considered a new grad.thank you very much for the info, seems like I will have a hard time securing my first RN job then. So you think guys the best thing is to wait for the license before hunting for job or Ill start sending resumes with license pending status?thank you guys

You also need to remember that just because you are licensed in one state it does not mean another state will grant you license. Illinois has concurrent requirements but they are not as strict as CA. You may NOT work without a license as a nurse however some facilities may hire you as a tech.
There are states that may offer temporary licenses to already licensed nurses but you would have to check with that state and there are usually requirements of a specific amount of hours worked as a nurse
