As far as I know, this is not standard practice. Your salary is to be based on your responses to the Nine Dimensions of Nursing Practice document that most VAs require. I have heard of some RNs being hired without this but I would call the nurse recruiter involved in your hiring and ask. I have never heard of anyone having to submit a pay stub.
This makes NO SENSE at all, but nothing at the VA surprises me. Title 38 employees have a set nursing scale based on what you are boarded. I currently work at the VA I was boarded as a Nurse 2 step 2, and there is scale for the facility I work at. I work at station 740 so a nurse 2 step 2 makes X amount. PM me if you want to know your pay scale this is so odd and wrong on so many levels.

If, as a hiring manager and/or HR recruiter, you have a highly-qualified candidate with a unique set of skills and their earnings exceed what the scale will allow, you can request pay stubs and use them to appeal to the board for additional steps. I've seen it done with GS and Title 38 employees. Like almost everything at the VA, it's facility dependent. If providing pay stubs bothers candidates, then they shouldn't do it; however, chances are, the recruiter requesting them is actually trying to make the offer more competitive.

Hi,
I have a tentative job offer with the VA and they are asking for a recent pay stub. This "might" be okay if it was only going to HR, but the email specifically states that it is one of the required documents that the board uses to determine salary.
I'm just wondering if those of you who work at the VA had to submit a pay stub and how did it affect your salary offer from the board? This seems wrong on so many levels.
