CARNA gets my money at 2359h on September 1.
Our registration fees are so high in Alberta because CARNA tends to launch investigations into absolutely EVERY complaint, no matter how petty or frivolous. (Example: "Member #xxxxx failed to document administration of patient's daily multivitamin on November 16, 2011. During investigation member could not remember if medication was given or not. Conditions placed on registration include successful completion of courses in medication administration and documentation by a deadline.") Tribunals (yes, that's what they call the process) take months and the actual tribunal hearing will be stretched out for hours to days so that the panel members can have lunch at a nice, exclusive restaurant paid for by the members. The lawyer they retain for these tribunals bill by the hour. And the continuing competence program consumes another HUGE chunk of ca$h. The audits are human-resource heavy. Their offices are rather plush, with granite and marble, lots of art, carpeting everywhere and gigantic windows. So we pay $504 a year right now... first year in the history of the College where there was no increase.

I'm a newbie RN and just found out that my employer pays for my license. Is it all over Canada? or just here in SK :)
