I am a USC and BSN graduate from the Philippines and have not taken IELTS yet.
I will be leaving for the US next month.
Does anybody know any US State that don't require IELTS/TOEFL on their application for NCLEX?

There are some, actually.
But rather than looking into states with no English language requirement, you should look into the state where you want to practice or your state of residence. It'll be a lot easier that way since you don't have to apply for RN endorsement.

I'm actually hopeless since no one can't seem to help me right now.
I am also thinking about RN license endorsement since it could be done once I pass the exam.
But this is the only option I know as soon as I get to the US.

Just be aware as an IEN even if you gain licensure in a state that doesn't require an exam of English proficiency, when you try and endorse to a state that does require one you will be required to pass the exam before endorsement.

There is a link at the bottom of this page to a page with links for all the US state BON websites. You can check the requirements yourself for any state that interests you. However, as JustBeachy already noted, if you get licensed in a state that doesn't require an English exam you will not necessarily be able to then endorse into a state that does require an English exam without having to take the exam. Most states require that IENs requesting a license by endorsement meet all the same requirements they would have to meet if they were applying for initial licensure in that state. So, unless it is the state you want to live and work in, you won't necessarily be saving yourself any time or effort (and certainly not saving any money, since you'll be paying for two licenses) by first applying for licensure in a different state, just because it doesn't require an English test.

I honestly have no clue right now since a lot has changed since I first applied for an RN license back in 2008. My two state BONs require them anyway so I did not bother looking into other states with no IELTS/TOEFL requirement.
If I am in your position, I would stick to the state where you will be residing and just meet their requirements. It'll save you time and money in the long run. IELTS takes just 13 days before they give you the results, so it's not gonna be a long wait.

The advices given by the others are really your best choices: find what State you want to really work and settle in for several years. Why pay for double fees and there's a very good chance what you're trying to do only means you're going right back to the very first things you wanted to avoid (of the English exams).
As far as the license endorsement, what is the "final" State you want to work in? Only you can honestly answer that. Once you can answer this, this is the State you need to concentrate on and forget trying to go around the nurse licensing system. However, if this "final" State is one that's presently enforcing the concurrency rules or other reasons that's causing our PH degree problems, then the reality is that you'll need to move on.
I don't know of other States that meets your requirements (other than CA and the no English exams), but let's say you're willing to work in States that are much colder than most warmer States, is that okay? I'm sure there are a couple of States with no English exams required and free from the concurrency rules, but is it where you want to work and play in?
Like almost everyone else, I might as well stay and work in CA. But someone told me they no longer accept nclex application now? I am not really sure but a friend just told me to try it out with the other states. I have not been very responsible within the years and have not taken the necessary exams.
If it is really true that CA does not accept application anymore, then I will try it out on the other states that does not require english exam and I could save a few money for license endorsement. The only important thing is I pass the nclex at once when I get to the US this month.

Not that CA isn't accepting application just that many International Trained nurses are being denied and this still affects them when endorsing

It's true in regards to the CA BON denying and or rejecting a very high majority of the current PH degree holders, I don't know actual numbers, but it seems less 1% gets thru and the 99% are not. I too am affected by this.
If you're still in the Phils, you might ask your dean or the person handling the transcripts, if they know for a fact, that they have had no problems with their students getting a ATT from the CA BRN. This means they must clearly document that ALL your courses and clinicals were taken in the same month and semester, not months or a year or two later, also, they must have the proper amount of clinical hours. Thry should know the numbers, I'm sure they are now experts at this. You will need to put pressure on them if they become lazy on you.
If you and the school can truly say without a doubt, that the school has been in full compliance with the CA BRN minimum educational requirements and all their students have had no problems with getting the ATT from CA, then you stand a very good chance of passing the strict CA requirements, but if there's one slight issue with any one class, clinical, incorrect timing of your theory and clinical, then your application will be one of the 99% of getting rejected-denied.

BTW, one of my batchmates e-mailed me that maybe the state of PA (Pennsylvania) may not require any English exams. But even if that was true, getting a PA license will not endorse or transfer back into CA. Again, for the same reason, CA will ALWAYS request for copies of your college transcripts and if there's any issue on your curriculum, you will be working and playing in PA, as CA will not allow your PA license to be moved over, since it still didn't meet the CA BON requirements. The same thing again if you got your RN license in any other state other than CA, the endorsement process will be stopped and why waste your money?
I wish I had a better way to resolve your concerns, but it all comes back to the original starting point with the CA BON and for the time being they are not planning to change anything from their stance and have no reason to with the very high unemployment of not only new grad nurses but experienced one too.
There are plenty of good reads on all the subject and issues you may have in these forums.
I was unable to edit my posting but here's what I wanted to add to my statement above:
Ask the dean or the people filling out your forms, can you ask or find a way to talk or write to a live PH student who actually got their ATT from CA "recently", this means those students applying after the Nov. 2011 cut-off month. You need to inquire of those students from your school getting their ATT's from the 2012 and to present. Good luck!
