Hi, I am a new registered nurse here in the Philippines. I have questions about NCLEX, CGFNS and TOEFL in applying for Illinois state. I don't know which test I will take first. But my friend said that you need to take CGFNS and TOEFL in order to have an authorization to sit for the NCLEX exam of Illinois. Is that true? Do I need to take the CGFNS exam or their CES report only? Also, assuming I already passed the NCLEX Vermont exam, is it possible to endorse your Vermont License to Illinois without taking CGFNS and TOEFL? If so, what are the requirements? Please help me. Thank you very much! :)
Hi, Illinois and Vermont regulatory bodies requires CES “Credential Evaluation Service” report by CGFNS or Education Records Evaluation Service, Inc. to evaluate your education, TOEFL may be waived by the Illinois Department/Division if your credentials evaluation report indicates your nursing education program was conducted in English utilizing English Textbooks. CGFNS exam will only be required in Vermont if your nursing education was not taught in English wholly.:)

Hi, I'm not familiar with your circumstances, but if you'll need a work permit to be able to work in U.S., then I don't think now is a good time to pursue your plan. You'll be facing a dead end even after passing NCLEX 'coz U.S. is not processing any work permit for new application. And I don't see a change in the near future. But you can go ahead if your situation is different from the majority of Philippine nurses.:)

If you intend to apply for Illinois License then don't apply for Vermont anymore. Illinois and Vermont require CGFNS-CES report (not the CGFNS-Certification Program) so accomplish this first before you apply. TOEFL will be waived when CTS sees that your CGFNS-CES report indicates that you used English instruction using English textbooks during your nursing education.

Oh I see.. does Illinois and Vermont require US SSN before they issue a license?
There are a few states that will not issue a license without a SSN and to be honest in my opinion that shouldn't matter because a SSN is easily issued once in the US on a work/immigrant visa and license is issued quickly once you have your SSN. Each state should state so if in doubt ask them

All I read was, they are issuing the license only in initial basis but they require SSN in order for it to be renewed. is that true? If so, if I already apply myself for a working visa or immigrant visa, what do I have to do If my license got expired even If I am still here in the Philippines if I have no Social Security Number?

There are also many states that will issue a license but require a SSN for review. I would check with IL on their requirements for International nurses that are caught up in retrogression that are unable to get a SSN until in the US and license renewal, I am sure they are aware of things and will have something in place for these nurses

It says there that the TOEFL may be waived by the Department/Division if my credentials evaluation report indicates my nursing education program was conducted in English utilizing English Textbooks.
If I apply for my CES Report now, will they be the one to tell me that I don't have to take the TOEFL exam or CTS will be the one to tell me that? If yes that the CTS will tell me that I don't need to take the TOEFL exam, does it mean that I have to work on my application to them now too?
