Waiving SSN

Hi,

I'm in H4 visa in US. I recently applied in Colorado BON but asked me SSN which I don't have it. They said I must have SSN before they start processing my application. They waive SSN (by filling out SSN affidavit form) for those who are International and not physically present in the US. Since, I'm physically present in the US, they can't process my application unless I provide them SSN.

So, my question is, is it legal to go back to my home country and complete SSN affidavit and come back to US? I could go to F1 visa and obtain SSN but looking for other options. I can't believe I'm struggling just to get SSN. Please help anybody who are/were in the similar situations!

I am a nurse in Ukraine. In January 2010 I successfully passed the NCLEX-RN exam. Then I have got a letter from the California Board of Registered Nursing with notification that I have met all licensing requirements except for a valid U.S. Social Security Number (SSN) which I needed in order to get a permanent RN license.

Can I get SSN being present in Ukraine?

Or can I get a permanent license (not having SSN) with a help of SSN waiver?

No you can not get a SSN until in the US with a valid work/immigrant visa. Much has already been written about CA and SSN so suggest a search and good read.

CA have recently changed their application process now and will no longer accepts applicants that can not supply a SSN
