Waiving SSN

I'm in H4 visa in US. I recently applied in Colorado BON but asked me SSN which I don't have it. They said I must have SSN before they start processing my application. They waive SSN (by filling out SSN affidavit form) for those who are International and not physically present in the US. Since, I'm physically present in the US, they can't process my application unless I provide them SSN.

So, my question is, is it legal to go back to my home country and complete SSN affidavit and come back to US? I could go to F1 visa and obtain SSN but looking for other options. I can't believe I'm struggling just to get SSN. Please help anybody who are/were in the similar situations!

Most state agencies have forms to fill out in case you don't have a Social Security Number.

Most of the one's I am aware of is that you are in US but don't have a SS #.

Ask them if they will take a ITIN # instead, it the same number of digits as SS#.

I already have ITIN # and they don't take that. They keep insisting that I must provide SSN in order to process my application. The form that you're talking about is the same SSN Affidavit form and is required you not be physically present in the US.

As a dependent of someone on H1B status, you do not need a SSN to attend school. You only need an SSN if you intend to work and then you need a visa that allows you to work. You are not allowed to work under your current status. Clinical does not count as work if you are not being paid.

My originial intention is to work, that's why I applied to BON. Aren't BON the one who decide if we require bridge programs? So, I was thinking that they'd process and evaluate my application. After that, I am guessing they'd tell me if my education is enough or not and go from there. I already evaluated my education from CGFNS. If the education isn't enough, then I could go to school here. Am I thinking in the correct way?

How'd you proceed if you were in my situation? Do you look for the job and obtain offer letter first?

Just because a person has a Social Security Number, it doesn't mean they are legally allowed to work in USA.

You may want to consider going to another BON and processing application and then once you have a legal work/immigrant visa and can obtain a SSN then endorse to the state that you want to work. Remember you more than likely need to get H1b of your own as retrogression means you will have several years waiting for GC and can not AOS.

The problem is that all the BONs that I've looked so far require SSN for application. I can't just believe that the SSN would create this much of trouble.

I have researched a few BON in the states.

I didn't need a SSN for either Vermont or Pennsylvania licenses. I just had to fill out a form for PA stating that I didn't have a SSN and wasn't eligible for one. Giving someone a nursing license is not "overriding the federal regulations" regarding work - you still can't work with it unless you have a valid visa and SSN to give the employer when you fill out your I-9 form.

Were you physically present in US when you applied for license in Vermont and PA? I checked the PA BON website and the application require you to provide the SSN. As of me, I applied in Colorado BON and they also have SSN affidavit form for those who don't have SSN and aren't physically present in the US. But, the problem is, I'm already here in US in dependent visa (H4 visa). Help me out please! I want to at least be licensed in US and get ready in case the retrogression is pulled.

I am a nurse in Ukraine. In January 2010 I successfully passed the NCLEX-RN exam. Then I have got a letter from the California Board of Registered Nursing with notification that I have met all licensing requirements except for a valid U.S. Social Security Number (SSN) which I needed in order to get a permanent RN license.

Can I get SSN being present in Ukraine?

Or can I get a permanent license (not having SSN) with a help of SSN waiver?
