VA Proficiency Nurse III Frustration & Appeal

I am feeling frustrated with the entire VA NPSB proficiency process. At my hospital, it is a good old boys system in which board members promote their friends and the other managers and shut the door on others. I am a staff RN with a MSN and years of experience. I applied for my nurse III after completing a hospital wide project and doing other work that met the 9 dimensions.

This whole process has me frustrated beyond words. My profIciency has been lost by HR multiple times. My initial NPSB review said I didnt meet 7 of the 9 dimensions. Before submitting my proficiency, I had it reviewed by 3 former board members who all said I would meet for a 3. I submitted a request for reconsideration after the initial denial, and suddenly I met 6 out of 9 dimensions. I am now appealing my denial to VACO. Has anyone ever done this? What was he outcome, and how long did your appeal take to be answered after it was sent off?

I have been repeatedly been told by my own manager "you cannot get a 3 without working in management" and "it takes multiple submissions to get approved". I do not think this is correct. It may be harder to find the time and get approval for a project, but staff RNs cannot be essentially "blocked" from promotion. The dimensions are black and white, yet a subjective system is used to approve or deny proficiencies. It seems so unfair at my hospital. I've seen other nurses get promoted who were friends with board members, while other truly deserving RNs who meet the dimensions and make lasting changed within the hospital are shut out.

Any guidance and other nurses experience with this would be greatly appreciated. I love working with our Vets, but the good old boys club and the oppressive bureaucracy had me ready to bash my face into something. I feel defeated. Thanks all

Hi! I am applying for a job with the VA and would love to see that proficiency as well. I have 9 years of experience, with 7.5 in spinal cord (which is the unit I am applying for) a BSN, a MSN, and a MBA, as well as CRRN. I would love to have that proficiency information when I interview.

I am in the same situation here at MT Home. Last year I was told by 4 previous reviewers that my initial prof met all requirements for a 3. Denied. If you wouldn't mind please send me a copy as well for direction. Was told it was due to wording. [email protected]

10yr VA nurse here and have spent time on the NPSB (nurse professional standards board). There is a lot of misconceptions about proficiencies as previously noted in this multi year post. The most straight forward way I've learned to be eligible for a Nurse III is to not only perform at that level (and write your proficiency accordingly) but be in a strong job type to go with it. Its harder for a "floor nurse" to try to keep in simple to get nurse III then it would be for a diabetic educator that works in the main facility and also has clinics in outpatient clinics and affects a bigger population. I have met a lot of RNs that are mad that they can't get nurse III since they have there masters but don't have the job functions to back it up. If anyone has more specific questions I'd be happy to help I have not fully read this large post.

You couldn't have said it better. I currently have my MSN in Executive Leadership and I've been in on med-surg since I began my VA nursing career....going on 10 years. This whole proficiency stuff is a load of crap! Management and those that sit on the board always find way to promote their "buddies" who don't do much of anything but give the ones that work their a$$ for the facility a hard time. Prior to coming to the VA, I already had my BSN as well 4 years of nursing....I was brought in as brand new nurse basically. Had no idea b/c I was just excited to finally be at the VA, so I didn't put up a big fuss. I'm currently a NII L9....Now that I have my MSN, they're still giving me an even harder time to obtain my NIII. It's going on year 6! #uggh!!! Leadership sucks from the ACON for my service line all the way down to the managers and they don't want anyone to get ahead of them, which is horrible! If you don't mind, could you share your proficiency that got you your NIII? or just some tips would help me obtain my NIII...My email is [email protected]. Thanks in advance!

I am sorry to hear that so many of my co workers are demeaned by the way the VA works. It is very frustrating how it takes a literal "act of congress" to get anything done. I have worked for the VA for 10 years and love working with the veterans and feel it is an honor to serve them for all that they have done, but I know the frustration in getting things done that need to be done. Maybe all of us VA RN's should get together and work on a nationwide project!!!! LOL and see what they think of that.

It seems that these things are due earlier each year, last year mine was due at the beginning of July and this year June 1. (when I started it was due in August). Having an MSN alone will not result in a promotion to Nurse III. You need to demonstrate that you impact housewide outcomes in each dimension.
