Trying since May to get my license by endorsement in California

Take the class, meet the *current* California licensing requirements, obtain license. Simple pimple.

It is each state's prerogative to set criteria for licensing, and if you want a license in California you have to meet *their* criteria. They don't give a fig that you have met the licensing requirements of 3 other states; you haven't met theirs. They don't care that an oral communication class wasn't required 45 years ago, it is *now*, and now is when you're applying for a California nursing license.

Also, California does *not* have a nursing shortage; the area in which you're living/working may be underserved, but the board also does not care about this. The BRN doesn't change their licensing requirements based on which part of the state you're going to work.

I applied for a California license back in 2009 due to a planned move there. The move ended up not happening, but it took 6 months to get the license. During that time, the Governator fired everyone on the Board and replaced them. I kept trying to phone to check the status of my license and kept getting a recording to call back another time. This went on for weeks. At one point I finally got through and was told the hold-up was the DOJ.

I called the postal annex that did my prints (they had had trouble getting them because of my poor quality fingerprints) and they checked with the DOJ. Yes, the DOJ had received my prints. The next time I checked with the California Board they said "Oh, you're the one who called the DOJ. Your license is processed and will be put in the mail." It did finally arrive the next week. And after all that, I never used it.

So moral of the story, good luck with the California BON. Sounds like they have not improved much. If you still don't have a quality set of fingerprints, you could ask at your local police station. Tell them you need someone really skilled at getting decent prints. Then, just keep calling and bugging the BON, after you've jumped through all their hoops. Good luck.

The California BON is known to be difficult ...maybe even infuriating in some ways ...but if you want to get licensed in California, you've got to jump through their flaming hoops.
