Hi, I am a registered nurse in the Philippines. I will be applying for NCLEX board but I want to avoid IELTS or TOEFL exams.. Do you know which state does not require those exams?
In the past, I know California, New Mexico, Vermont don't require English exams but they require Social Security Number for you to take exam.. That I don't have because I'm not a resident of US and don't have social security number..
Please help, I need to know which states don't require ielts and toefl

The better question is which state do you wish to live and work? If you want to immigrate to a state that requires proof of English language competency but get licensed in a state that does not you will likely still be required to prove competency.
It's not simple. CA does not require demonstration of English language proficiency & competence.
Why are you against proving competence and proficiency in the written, spoken, read and heard aspects of the English language.

If you speak, read, and write English well enough to function as an RN in clinical settings anywhere in the US, why would taking the exam(s) be a problem for you? If you can't pass the exam(s), are you going to be able to function effectively in clinical settings in the US, where English is the primary language?

Any employer in the U.S. will wonder why you feel the need to avoid English competency exams.

Maybe you need to accept that these exams are necessary to verify your English speaking abilities in the clinical setting.
America may be a melting pot, and you can speak whatever language tickles you nilly, but you better know English.

You can not avoid the English Exam if you want to work in the US because an English Exam is required in getting a Visa Screen -- which of course is needed in filing for a petition. So basically you can not really avoid it. Might as well take it now and get used to taking the exam because it expires in 2 years and can not be renewed. That's just how it is. :)

You are not required a "English Test" to work in USA.
As mentioned by the OP she is not a resident. Therefore most likely will be seeking for an immigrant petition and will be needing a visascreen. One of the requirements in getting a visa screen will be an English Exam. So there is no escape on that..
