  1. States that does not require IELTS or TOEFL

    Hi, I am a registered nurse in the Philippines. I will be applying for NCLEX board but I want to avoid IELTS or TOEFL exams.. Do you know which state does not require those exams? In the past, I know California, New Mexico, Vermont don't require English exams but they require Social Security Number for you to take exam.. That I don't have because I'm not a resident of US and don't have social security number.. Please help, I need to know which states don't require ielts and toefl Thank you..
