I've started seeing this more and more at the facility I'm doing clinicals at right now. It's a SNF, with a short term rehab wing, mostly with patients after big orthopedic surgeries. I've only seen the CNA's do this, but it seems like more and more of them are.
They are walking around with their scrub pants rolled up to their knees, almost like capri pants. It does get pretty warm on the floor, so I guess they are just hot running around all the time, but it just seems really weird to me that they roll up their pants. Our dress code is strict about the having socks that cover our ankles for sanitary reasons, so I guess I'm just surprised to see this. Does anyone else think it's odd? Have you/would you do that?

it is due to the water in the shower, spraying, if their scrubs were down they would have to walk around in wet below the knee scrub pants for 8-12hours

I'd rather be dry as well, but there is still a yuck factor either way..

We have wellie boots to wear in the shower, if its hot on the floor that could also explain why.

Definitely soaked my pants legs many times during showers for patients when I was an aide. Also, I ruined a couple of pairs of scrubs because they wanted us to clean the showers with a bleach spray bottle and a squeegee.
