If I get my degree in Arkansas, do I have retake any tests to move to another state like Oklahoma or Tennessee?

No. You will just have to pay the licensing fee and meet their requirements.

Arkansas is a mutual licensure compact state. If you go to the above link and look, you can find out about how that works in the other 18 some odd states that participate in it.
Good luck!!

A compact state license means that you still have a legal residence in the primary state. If you actually move to the other state then you will need to get an actual license to practice there. The compact provisions were originally set up for nurses that live on the border between two states and worked in both. But if you move, that doesn't exist for you any longer. Read the fine print closely...........
How would I go about getting my license in Oklahoma?
Once you actually get your license, then you are free to endorse where ever you would like. You just need to contact the BON in the new state and follow their instructions for endorsement.
Simple as that. :)

No question is "really stupid" except for the unasked one. The other posters answered your question appropriately.

Just apply for reciprosity ( I think thats how it is spelled) and as long as you maintain current in the original state you passed in, then you can practice anywhere. Except for Florida, if I'm not mistaken, that is the only state you have to retest in.

Huh? Once a person is licensed as a nurse (practical/vocational or registered nurse), that person no longer needs to "retest". All that person needs to do is apply for "licensure by endorsement" from the state he/she wishes to move to.
