Well, considering this person isn't the one who attended the program, I wouldn't worry about the meaning. I don't think my husband - the man who hears every minuscule detail of every up and down I have - could accurately describe how I feel about my program.
One second I'm praising my instructors, the next I'm crying after clinical. Then I'm raking that same professor over the coals...then I'm sad about the thought of leaving all of them.
In Minnesota where I live, "not too bad" can be applied to winning Powerball. So I wouldn't sweat it. Gauge it for yourself- find out what the program's graduation and NCLEX pass rates are.
I'd be concerned if he said that they hated it, didn't feel prepared, or were told on job interviews that it wasn't a respectable school. "Not too bad" probably means that school wasn't terribly fun (when is it?) but it got the job done, which is probably the best you can ask for.

I was talking to some gentleman and then I told him I will be going to nursing school in next fall.
I said the name of the school and it turned out that it was his relatives who went there.
I asked him how did he/she like it? And he said it's wasn't too bad.
What does that mean? "Not too bad"? I was not expecting this kind of answer because I just told him I will be going there. I feel kind of let down now.
