As most of you know, I have been recommending initial licensure in NY for quite some time. And for those of you that did not heed the warning, you now know why.
New York is three easy applications only, next you take the NCLEX exam, then you get a hard license and can endorse to almost any state afterwards. Because of the requirements of the Special Credentials Verification for New York, you do not have to do any of the running around to obtain your documents. CGFNS will obtain them for you....after you sign the release and send them the money.
NY also requires two short classes that can be done on-line, one on Child Abuse, and the other on Infection. Both are available for about $15 each and take only one hour or so.
NY BON application can be found at http://www.op.nyed.gov. You only need to submit "Form 1."
The Special Credentials Verification can be found at http://www.CGFNS.org, as well as the Visa Screen Application.
Once you have received documentation from NY that your credentials have been received and approved, submit payment to Pearson-Vue for the NCLEX exam. http://www.perasonvue.com. They are the ones that will actually send you the ATT letter, upon approval of the Board of Nursing. Be aware that this ATT (authorization to test) is only good for ninety (90) days. You will have onlt that amount of time to get the exam done in, otherwise you will lose your payment and have to start again.

Most importantly, NY will issue you the license without a Social Security Number.
If you have those, then you are okay. But CA is still going to take the longest to get approval to sit for the exam, if you trained overseas.
Sorry, but it is almost impossible for me to remember everyone. I can only relatively keep up with those that I speak to all of the time or frequently.
Where are you actually planning to work? If CA, I would go the route of Vermont for initial licensure, then just endorse.

thank You for your reply. I am sorry for not making myself clear in the first posting. I am so thankful for your information. It is really confusing sometimes and it just so great to have somebody to ask.
Well, I am not sure where we will be once in the US since my husband is in the ARMY and we do not have a clue where he will get stationed next. We are going to be in Germany until end of 2007, but I spend two years dealing with CGFNS while we lived in Seattle, WA and I would like to be " prepared " better once we have to move back to the US.
I would of course travel to London or where ever nessasary to sit in on the exam, but it does sound so much more promising and easier than CGFNS.
I never thought about Vermont, since I didnt know that it was an option.
Would you reather recommand Vermont before California in my situation? I will have to endorse my license once we move back anyway, so I am not set on a state to apply in.

I never, ever recommend CA if the nurse did not train in the US. It takes four to six months to get approval to even be able to sit for the exam.
Others write to me and ask about it and put in all types of what -ifs, bottom line is that I do not recommend it.
Alot is going to depend on where you end up, some states are still going to require the CES thru CGFNS, even for endorsement.
If you are asking me for the fastest state, I would say Vermont, but mnay other things go into that as well.
Suzanne, I just sent you an email regarding endorsing NY RN license in CT and the CGFNS exam they seem to require for "foregn trained" applicants - which she is. She was educated in Russia, but the is permanent resident and has been working as the nurse for four years. She just got her NY license and now we panick because from the CT DPH web site it seems like she will have to go through the CGFNS exam? Is this true? suzanne, thanks again and i sent you a response already, but just to be on the safe side, i am going to repeat it here, because it is important. the ct general statutes are different from the instructions for out-of-state endorsement license (may be cgs are more generic). i copied and pasted:
sec. 20-94. licensure without examination. limited period for licensure without examination for advanced practice registered nurses. temporary permit. (a)(1) any registered nurse who is licensed at the time of application in another state of the united states, the district of columbia or a commonwealth or territory subject to the laws of the united states, which has licensure requirements that are substantially similar to or higher than those of this state shall be eligible for licensure in this state and entitled to a license without examination upon payment of a fee of ninety dollars.
but suzanne, when i look at their rn instructions for endorsement, this is what it says:
endorsement of an out-of-state license
in order to be eligible for connecticut registered nurse license based on an out of state license, an applicant must arrange for the submission of the following documentation directly from the source:
1. a completed application form and fee of $90.00 (bank check or money order), payable to, treasurer, state of connecticut";
2. an official transcript of nursing education, verifying the award of a degree, diploma or certificate in nursing. please note that if you completed your education under a last name other than your current last name, please ask your school of nursing to indicate your current last name on the documentation submitted (foreign-trained applicants need only arrange for verification of certification by the commission on graduates of foreign nursing schools. cgfns may be contacted at 3600 market street,suite 400, philadelphia, pa 19104-2651; telephone (215) 349-8767; fax (215)-349-0026; http://www.cgfns.org.)
3. verification of all licenses held.
so i am still confused - what should be submitted to them: 1) fee 3) verification of license from ny and 2) ????

Always try to phone just when the offices are opening, it is easier to get thru then. And that goes for any state. Or. if you are not far from there, just pay them a little visit.
How far are you actually going to be living from NY?
Suzanne, thanks for the advice. I was thinking about going there with all the letters we received from the NY Board of Education and a note from CGFNS saying they are transferring the results to NY Board of Education.
However, because the instructions I pasted above are so detailed, I am afraid they will require CFGNS. Still, we have to check before despairing.
We live in Hartford, CT - and pretty much every employer here wants CT license, not NY - and they are very specific about it. We have multiple offers for her on the table but the employers frown when they learn she only has NY and not sure when she will get CT.
My wife after NCLEX dreads any more exams, especially English, and I can relate - it was a hard exam (she is MD from Russia - still took an effort)

Hi..
I recieved the recommandation to go to CA from you. I guess I forgot to mention in my posting, that I do already have a Green Card as well as the SSN.
Does that change anything? I haven't send anything yet, so I can change to a different state..
