Question about taking NCLEX w/immigrant status

Hi Im a BSN graduate last 2009 in PHILS (our school is accredited). Then I took dec nle 2009 and dec 2010. Sad to say I failed twice. So presently Im now migrated here on California last Sept. 2011 (Immigrant status) and Im planning to take NCLEX RN regarding to to CA BON, it says there to pass a letter for those not holding a license (NLE passer)

My question is, what I should put to my letter or my reason. Do I have to write that I failed twice or should I make another reason why I didnt take NLE in Phils?

Please help me. I dont know what to do.

thanks for commenting,.,perioddrama,., ahm since i live with my family in hawaii ,.,i would be more willing to serve there,.n for the purpose of helping out them too esp my sister hu'll be stepping into college by next year. yes,i also tried to look into HI BON site,., but i wasn't able to find any list of requirements for the application to take NCLEx for immigrants like us,., =)

Because you trained outside the US for your RN you still need to meet International trained requirements and here is the link http://hawaii.gov/dcca/pvl/boards/nursing/application_publications/pvl_nursing_exam.pdf page 3 has the International section and you should also be able to see something on CGFNS website.
