I know that even if the misdemeanor record has been expunged you're supposed to still check yes when they ask whether you've been arrested.
Here's the thing, if it was for a misdemeanor petty theft that happened 10 years ago expunged (does not show up on a state criminal check) and said person has not been convicted again, is the board of licensing likely to still let that person be a nurse?

I think so.
One of my classmates, had a record of petty theft from 14years earlier. And she was able to obtain her license.

Do you know if she disclosed her record? I still think there are people out there who check "no" when their records have been expunged and get away with it.

This is just not something we can answer. Its up to your local board of nursing and each case is handled individually.
