My letter arrived today and it says the class must be completed before starting the program. I guess they changed this requirement. It used to say it had to be completed before graduation. I will have to try to register for summer also.

I had interpreted the national and program scores to mean the same thing as you... I can't remember who, but someone explained it to me so I thought I would just pass the info along. My scores were 99th percentile. :)
