I think your acceptances are yet to come and not dependent on another declining their acceptance. I think they just rank it in waves in terms of placement in the campus because they have a capacity? Maybe?

I emailed them tonight and is waiting to hear back but saw on their website that you must be a CA resident or eligible for in-state tuition but wasn't sure what "eligible for in-state" meant because only residents can be eligible for in-state tuition...
