Unfortunately the LTC I work for has weekly strips for medications, which come pre-packaged. The plastic material they come in is very flimsy and will develop a tear quickly.

Nope not at all! We're going through a similar phase at my LTC. Five residents passed in two months on one ward. I'm sure you did all you could to prevent it, but we can't play God. People pass away every day.
