Previous Jobs Not Giving Out References

How are employers supposed to evaluate a new candidate if previous employers are not allowed to give out references?

I know most  employers only verify dates of employment nowadays. But nursing jobs also want full in-depth information. They only want previous supervisors to provide the references, so most times you cannot use a coworker.

My previous employer of 12 years just instituted this policy for everyone. Some of the nurses trying to leave are running into trouble getting references. I know these nurses and they have a good work ethic, I think my former employers is using this as a way to retain nurses.

That’s been the policy of many organizations for years. It won’t be anything new to other employers. You can still ask others to give referrals, but use their personal emails. When I moved jobs, that was the same policy for my previous organizations HR. But my manager and several other people were willing to give actual references. 

I wish there was some sort of national database to store and access references. I hate bugging the same supervisors over and over again to request the same references I provided to my last two employers. It's not like they expire!

Yes. Allot of places also require references but do not provide them themselves. Just another medical facility contradiction....
