Per terms of service we can't give medical advise which i would assume, even though this is kind of different, falls into that category.
When i worked at the hospital the students nurses would gather in the conference room and practice IVs on each other... lol...
What category should i select?
What liquid did they use for injecting?

You might just want to buy a bunch of oranges. He can practice on that. I wouldn't let him practice on you because there's so many mistakes that could be made. He needs to do it with an instructor. The skill will come with observed practice.

He also needs to take into consideration the legality of being in possession of the materials for this venture outside of the school environment.

Just say no. Thus is a bad idea , likely illegal to be in the possession of needles outside school, unsafe, high risk for injury and infection, and most likely violates school safety policies.
JUST SAY NO. There is no reason to practice injections on family at home.
