Philippine graduate, submitted application for LVN but eligibility cannot be determined

I'm still waiting for an email from bvnpt about my questions regarding my application.

I submitted my application both in bvnpt and cabon. I am in California btw, I already received letter from CABON and they are requiring a complete copy of my clinical cases but the school couldn't provide me that as all the records from way way back up to 2009 (I graduated 2008) were gone in the fire in our school. Today I received a letter from BVNPT and they said that my eligibility for licensure cannot be determined and I have to request for professional evaluation in CGFNS or ERES. I am confused why they are requiring this. Has anyone here experienced this? How did you apply for LVN? I followed the instructions in the application right so I was shocked with the letter I got today. I hope someone can help me here. Thank you.

"You need to contact one of the credentialing agencies and they will tell you what they need from you. When they have completed their evaluation of your education documents, they will send it directly to the Board. As soon as that is received, your application will be re-evaluated again without a wait."

I don't know if this is the case for foreign graduates now as I know someone who took the LVN exam also a graduate from the Philippines and she didn't request for CGFNS evaluation, that happened 2 years ago though.

hi its a new requirement by BVNPT implemented this yr. You need to contact credential eval service like CGFNS.

Is license verification still needed for professional evaluation?

yes. but if you dont have license you can just write a letter to cgfns as to why you didnt take the local boards

for license verification, i downloaded the form and fill out the applicants part. then i asked my relative to bring it to PRC. PRC is strict now. you need power of attorney for the person you will ask to bring the form to the PRC. you need also to provide copy of 2 valid ID and copy of your local license. Now to be very sure, you ask your relative to call the nearest PRC so that you find out their requirements for license verification for CGFNS. the other part is transcript verfication that one is easier because you just have to send the form to your school and the school should take care of it. then CGFNS will process it once they receive all the forms needed

8-10 weeks starting from the date, the CGFNS receive all the forms needed from PRC and your school

BVNPT has changed their rules effective November 2015 for foreign graduates. They now require CES report from CGFNS. We kind of have the same situation. Here's a timeline of my case:

2008 - Graduated in the PH. Never took the PH licensure as I am a US citizen.

2009 - Took NCLEX RN in CA. Failed.

2011 - Retok the exam. Failed again.

2012 - Applied again for retake. CA BON then asked me to submit a copy of my clinical cases in which I was not able to complete. When I graduated in 2008, my university cleared me for graduation because "case completion" then was only required for those who will take the local PH board exam. The university told me that a former student also came up to them with the same case and while she went back to school to "complete her cases", she was still rejected by the CA BON because of concurrency issues. "You graduated in 2008 then why did you complete your cases 4 years later?". I was disheartened by all of this and took a break from pursuing a nursing career for a while.

January 2016 - I submitted an application for the NCLEX LVN. Complete with having my university fill up the forms needed to be sent straight to BVNPT as they DID NOT UPDATE THEIR WEBSITE about the new changes then!

July 2016 - I received the same letter you did about having to go through CGFNS. (Imagine the frustration growing!)

August 2016 - I had my university complete and send forms to CGFNS. And CGFNS confirmed receipt of papers.

Just last Wednesday (Nov. 16), I checked the CGFNS website and my status is now "WAITING FOR FINAL REVIEW". I have yet to find out if everything is okay and exactly when they will be sending that to BVNPT. Meanwhile, I am already considering applying for NCLEX RN in another state. I tried with Texas (you have to have graduated within 4 yrs to apply) which is a NO. New Mexico wants you to submit a Remediation Plan but you have to reside within one of their compact states to apply. Oregon has the same standards as Texas (within 3 yrs of grad). I heard with Hawaii, within 5 years of grad. I'm hoping to get lucky with Nevada or Washington as I have not read any time limit on education required from their websites.
