Just wondering if anyone knows the average processing time for a license transfer from another state/country? I applied to have mine transferred about 4 months ago or so. I sent an email inquiry for my application status a month ago and haven't heard back.
For reference, I'm a NY state resident and US citizen through birth, nursing license is from Canada.
Thanks!
Chelseaannb said:Yeah, so I applied in December and apparently they never got my form from my Canadian nursing school that they were supposed to send in. I didn't know this obviously and was just being patient because they told me it could take up to a year for international nurses. I finally decided to inquire in April and no response. I then replied to an ongoing chain I had with them before I applied with general questions. That they replied to and informed me they didn't receive anything from the school. I contacted the school again last week and they told me it can take up to two months for them to fill out the form and send it back. So I applied in December 2022 and now I'm probably looking at august 2023 at minimum just for the BON to receive the rest of the documents. Extremely frustrating.
The fact they don't have a portal to confirm the receipt of documents is ridiculous. And on top of that they ask you not to call. How are we supposed to know if they've received all our forms??
In NY, professional licensure is handled by the Department of Education, not directly by the Board of Nursing. That Department has over 50 professions other than nursing that it is verifying education and application documents for. I have heard that the staffing crunch is severe with (last I read) something like 36-40 people responsible for this flow and moving applicants through the system. Although "moving" seems like a funny word given the pace, the BON application process is only one of dozens all handled by the same group of individuals.
An audit report in 2016/17 did not address this application process specifically, but the report outlines how even disciplinary cases are horribly backed up. A follow-up report in 2019 showed that while some things had improved, much had not. (I found these documents because I was frustrated with the delay and wanted to understand more about their internal processes. Audit reports are public information available on their website.) Interestingly, much of the audits were about disciplinary cases - and little was made of the application process or wait times... ?
So - frustrating as it is - and especially considering how much could be done to improve this process - for now, it is what it is.

They clearly need a new system because the one they have isn't working. For NY to be as populated as it is, having 50+ professions be verified by 40 people at most just doesn't make sense. I'm supposed to start my job in August and planned to have taken my NCLEX the week of June 11th. It's almost July and their website still says they're processing from May 10th... like it's actually ridiculous.
Not to mention they have no portal to confirm receipt of materials! And have the audacity to ask people not to call. You fill out a form, nobody responds. I can't wait until this nightmare is over.

Had you already graduated by that point? I submitted my application in March, and graduated at the end of May. My school did not send our "form 2" until a week after graduation?
Hi nurse0421 -
Yes, I had graduated a while back. I'm afraid it's definitely going to take some time for you to get yours. If you read back through this thread, you will see that the average time to get an ATT or even a straight endorsement from state to another is around 80+ days after ALL the information is submitted. Foreign nurses can take up to a year.
Have you thought about applying through another state? You can still sit the NCLEX in NY (or wherever you are). Then it becomes an "licensure by endorsement".
In other words, apply in another state and endorse over. It seems that what many nurses do when confronted with impossibly long app processes when trying to get an ATT. In the meantime, you will be licensed and can work in the state you applied to. It will still take time in NY, but you won't feel like you are hanging on tenterhooks.
I graduated from my program June 8 and was lied to. I was told I would have to wait until my school sent over all my information before I could register for the with the board (which they claimed could take up to 2 months).
I registered on 6/27 for my ATT and received authorization from the state on 6/28 and from Pearson on 6/29.
