Is this an RN who has prescription authority in the United States?
Can anyone tell me more about the role and education needed?

As far as I know, this is a designation in the UK.
Only the 4 Advanced Practice Nurses (Nurse Practitioner, CRNA, CNM, and CNS) have prescription authority in the U.S.

I was thinking that.
I've read that nurses can prescribe OTC medicines, like Tylenol or Advil. Is that true?

Do you mean in the US or UK independent prescribers?
I'm in the U.S., so let's go with that.
In the U.S., only by order of a Physician or Advanced Practice Nurse (APN), the nurse can administer drugs. Not prescribe. To prescribe, must be APN with prescription privileges.
With orders, the nurse working alone or as a team can utilize nursing judgment (after assessment) to administer these drugs.
I'll leave that for the US ANP's then as I have no idea about practice in the US, if you want to know about UK independent prescribers give me a shout because I know lots about that

Yes. That is what all nurses do. It's part of their Scope of Practice.

That would be prescribing, and would only be possible (legally) if the nurse had her/his own prescriptive authority.
