You'll take the same NCLEX anywhere in the US. If you're in any doubt as to whether the CA BoN will accept your education from a college in OH to take the NCLEX there (or grant you licensure by reciprocity from OH based on your OH education), ask them.
California is a big state. Salaries vary from rural to metropolitan areas. It's hard for new grads to get work, though. Why not get a job in OH for at least a year, and have a leg up on all the unemployed new grads in CA?

The new grad RN unemployment rate in CA is approximately 43 percent for the first 18 months of licensure. Healthcare facilities in CA prefer to hire the new grads who completed clinical practicum locally, not out of state.
Unless you are well-connected, or physically attractive, or possess the determination of a bull in a china shop, landing that first job as a new grad in CA might be an uphill battle.
