I want to become a neonatal nurse but my question is do I get to choose whether or not I want to work in the icu

Choose? Well, you get to choose what jobs you apply for, so you can limit yourself however you wish. You will be expected to complete clinicals in nursing school which will primarily focus on adults. Once you are licensed, the rest is up to you and the hiring market in your area. A backup plan for if you can't get hired in your first choice specialty is very wise.
