Hi,
my name is eduard, and i am a newly nursing graduate from the philippines last april of 2009, i am a green card holder since june of 2006. After graduating from nursing i came back to the us knowing i can take the NCLEX here in the US even if i didnt have a license in the country of my education, but when i filed my application and paid the fees, CES sent me a notification stating the ILLINOIS requires foreign graduates to have license in their country of education. I called the Illinois board of nursing and they confirmed that they do require it. Is there other state taht i can take the licensing exam without requiring me to have a philippine license? Is there any way?

Some states require local license and others don't, there are a few threads discussing this but you could easily look at some of the state boards (link can be found at the bottom of the page) and check them out. What you do have to do is check with your state that you are OK to endorse a US license without having passed local board as they may still require you to meet foreign trained requirements even when endorsing

If you live in Illinois, and try to get licensed in another state and try to endorse back in they may still require you to get the local license. You will still need to meet the education requirements for foreign grads. I'm unsure which states will issue a license with out a local license. Good luck

Maybe you should consider to take the local board exam in the philippines?
