need help..Just graduated, I have tourist visa for Cali..

I just graduated this year and I am planning to work in California since I already have a tourist visa for California. Is it possible for me to take the NCLEX and IELTS even tho Im not a Local Board Passer in the Philippines so I can go to California to work? Will I still be able to work in California even if I don't have a license here in Philippines?

And no visas available to adjust to even if you come to the US to test. So why spend the money to do so when you need to return home?

We do not expect things to open up for several years, and the tourist visa is only good for 6 months and you need to leave.
