really?so,only american citizens can take the nclex who graduated from the philippines or anywhere else,though they don't have the license yet?is that new requirement posted in some website where i can take a look or read @ it??how did you knew 'bout all this?

We have had a few members write that they have had problems with California requiring local license with exceptions of people unable to sit the exam because they are not a citizen of the Philippines. Many wrote letters but had them returned or informed that the letter wasn't enough. Even the USC had to get confirmation from PRC that they couldn't sit the exam, proof had to be official not a letter from applicant. I would suggest a good search in the forum back as far as Jan/Feb 08
If one is only a US citizen, and they do not hold dual citizenshop, then they are not permitted by Philippine Law to sit for the exam.
However, those that are in the US under a green card still are citizens of the Philippines so that requirement is not waived for you since you are never exempted from being able to write the exam.
As mentioned above, Ca has been enforcing this rule since January of this year.
Hi there! Yup, CA BON requires a local license before you can apply for the NCLEX. I graduated from the Philippines too. I dont have a license (because I left the country right after taking the NLE) but I passed the local board exam. I wrote them a letter and I attached my certificate of passing from PRC. Then wholah! They gave me an ATT. =) Did you take the local board? Hmmmm... if not, you can apply to Florida BON. My friend applied there, (she's not a license holder nor a board passer) and she just took her exam last Oct! =)
hi..thank you for the info..i called the BRN 'bout the matter last month & they told me it's a'ryt..just needed to write an explanation letter why i don't hold a license yet..i think in your case that's why they're asking for your license 'cause you've taken the NLE in the philippines & passed..and since you passed then you are really required to present your license as proof..
i haven't applied yet..still workin' on it..processing all my papers..hopefully everythin' will be just smooth..gotta take the risk though..

They are not accepting letters of exemption that you just did not write the NLE before coming to the US. If you hold citizenship in the Philippines, then you are not exempt from writing the exam by the PRC rules and therefore CA is going to require it.
The person that answers the phone is not the one that makes the rules there, and a human still will review the file before the license is issued even if one is somehow accidentally given permission to test. If the PRC license is not in the file, then they do not have to issue even a letter to you, they can require that the license be submitted to them.
If one holds only US citizenship, then they cannot legally write the NLE exam so that requirement is waived for them.
If you are a green card holder or have dual citizenship, then you are required to write the NLE.

how true is the issue that the BRN requires rn-license from where you're from as one of the requirements in taking the nclex-rn exam particularly in california??'cause all i know is that they only require you to have an explanation letter why you do not hold a license yet..
i'm a bsn fresh grad. in the philippines and an immigrant here in california and planning to take the nclex-rn exam..in fact i'm reviewing right now @ kaplan review center here..
hopefully to hear anything from you guys who knew 'bout this..or can anyone post that new requirement that the CA-BRN is requiring..
