When there is no license issued, then one cannot endorse.
You also will need to complete the CES report before they will even look at your application.
Since so much has already been written in this very topic, please just take the time to do a search here for the threads with the specifics.
Not sure why you are going thru CA in the first place if your plans are Illinois. You have wasted the time to wait for the approval from CA, you have paid for a license that you will not be using as well as the fingerprints for there. They will not issue a license, so you will have to do everything as if you have never done anything with
CA, other than having them send the results to Illinois if you pass the exam. So, $200 has been ripped up and thrown out.
Why?
And yes, CA will not issue a license you without a SSN#, you will only get a piece of paper from them that has a three year expiration date on it.

Hi! I will be taking the NCLEX for California soon. I have paid for the registration at Pearson Vue and got the ATT already. When I pass the exam, I would be applying for endorsement of my license to Illinois. But here's the problem. I don't have an SSN. Would I still be allowed to apply for endorsement? Somebody told me that if one has no SSN, then their license would not be issued. Is that correct? What should I do? I will be glad to hear from you guys. Thanks a bunch! =)
