Moving to California from Ontario, need advice/help navigating the licensure process

I am graduating from an accelerated nursing program in Ontario this May. I plan on getting a temp license for a few months to give me some extra time/money for the NCLEX. I will likely have a psych nursing job lined up for May. My eventual plan is to move to California, as my bf lives there. How much experience should I gain here before I make the move? I do not want to do a travel nursing type thing; I just want to permanently move there. 

I also wanted to inquire about the licensing process, from my understanding I need an SSN to apply for the license. Will a job give me an offer without me having my license in that state yet if I explain my situation? Should I include my situation in my cover letter? How have others gone about this process? And what is the job market like in Northern California for psych nurses?

Getting a CA license takes a long time - so check the processing times on the Calif BON website.  It is the hardest license to get of all the states.  You will need to carefully review the education and other requirements.
