Check out The Pennsylvania/MidAtlantic AIDS Education and Training Center web site. they hav a lot of free or lowcost workshops and the AETC presents in WV and povide CEU

If you click on this link to the North Dakota board of nursing there will be a list of continuing education sites. It seems quite a few of these sites offer CEU's for most states. Hope this helps.

:yeahthat: i was able to get 25+ free ceus this year, most of them came from medscape. (there's a good variety, too, so you can pick what's relevant to your practice)
