If a person witnesses a resident grab a CNA's arm to block them from moving by, and the CNA shrugs the resident off their arm or swats the residents hand out the way, like "Get away," but doesn't actually say "oh get away". Is this considered an abuse, should it be reported to the DSD or DON of a skilled nursing facility?

Sounds like the person that was assaulted was the CNA.
The RESIDENT put their hands ON THE CNA.
What makes you think a resident has the right to touch the CNA? She has EVERY RIGHT to established boundaries of her own body.

What was unclear in this post was how vigorously did the pt try to stop the CNA. Like clawing her with a 'Katie, bar the door', jaws-of-life type grip.. and hanging on to her? OP says she was ALERT. Doesn't mean alert and oriented and cognitively aware of her action.

What is also uncertain was how vigorously or harshly did CNA try to rebuke the unexpected contact.
There would be NO CONFUSION when a CNA smacks the pt's arm while removing the call bell & saying 'don't use the CB again. You're not my only pt; I have lots of others. I have a headache and I'm tired". Real story!
Under the circumstances, the CNA was responding to uninvited contact by a LTC resident. Could have been handled in a nicer way, so although it was not a professional response, it was not "abuse". If I had witnessed this, I would keep an eye on that staff member to make sure this was simply a spontaneous response and not a common practice.

Hey! Even Pope Francis was seen smacking away a female onlooker's hand in a crowd. The replay looked like he was just KNEE-JERK reacting to an unexpected grab. And then when you consider that Popes have been victims of violence, I understand the reax.
