This is exacly what came to my mind on Wednesday 3rd August 2005 at the US consular office when i went for my VISA interview, and i was refused VISA, along side 44 other nurses at the US consulate, without being interviewed or our docuiments srceened.The letter handed overt to everyone of us explaining the refusal were already pre-prepared befopre our appearance.
I am one of the 45 nurses who won schoolarship to study for 12 months at a University in Califonia USA.
Immediately after we were turned down we contacted the school and a representative of the school promised to be here in Lagos Nigeria any moment before 10th of this month to sort things out.
Although we later gathered from a reliable source that our refusal was due to an order from the Federal Government here to stop Health care professionals especially nurses from travelling abroad.
But my question is, choosing a place to live study or work in any part of the world, is it not solely an individual decision?
Please, someone should tell me if the Government has right to stop Nurses from travelling abroad to study or work, or is it a crime to be a nurse?

Do not take it personally. Our government is cracking down hard on all foreign visitors, students, etc due to security issues.

A country can put any type of restriction on the outflow of nurses or physicians that it wants. This has happened many time thru the years.
Which university did you win the scholarship from? How long of a contract did you have to sign with them? And what type of training are they providing?

Can I ask you a question is there a nursing shortage in your country? because if there is then this my be the reason that your own goverment has stepped in and done such a thing. I have heard rumours that the Uk and the US have been told to stop recruiting nurses from certain countries that have depleted number of nurses.

Just my two cents...no offense please
The U.S. Gov't thinks that most of you will not only study but plan to stay there permanently. This is also in line with the security reasons because of terrorism and immigration measures. Other third world countries are also experiencing this. It is NOT because you are a nurse, i think it is more of an issue of nationality. So the best thing to do is get a Visa Screen Certificate and then apply for Employment Based Immigrant Visa...

If it is the same school that I am thinking of, you were to come over here on a student visa , but you have already had to apply for licensure in the US. Am I not correct?

Why would a school give free tuition to 45 foreign nurses for schooling when there are a number of Americans that would want a crack at this. Something is definitely not "kosher" as they say here.
Treat this as a blessing in disguise, and do things the legal and proper way.

Which of the schools do you have in mind exactly, anyway thanks for your advice. I think you have been so helpful in this site, i hope to read more of your write ups. Thanks once again.
