is rubbing alcohol base sanitizer equal to hand washing in nclex world?

My understand is that it is = to handwashing unless your hands are visibly soiled.

No it is not. Any question regarding sanitizer and washing your hands, always choose washing your hands. Alcohol isn't able to clean all germs and bacteria you may get.

It depends on the question.
According to the CDC, alcohol based hand sanitizers are effective for infection control if hands are not visibly soiled. If they are visibly soiled, soap and water should be used. Alcohol does not kill all germs, however, including c-diff and norovirus.
