If a student graduates in May 2018 and passes nclex in july 2018, do they still have to renew their license in December 2018?

Probably not.
At least, California would not require renewal, till 2020.

You have to renew your license by whatever the expiration date on your license is. Most (all?) states have a system for renewal of nursing licenses, often something like the end of your birth month every other year, sometimes the end of the year for everyone (when I was in Ohio years ago, it was the end of the month after your birth month. Never understood the logic of that). When you finish nursing school and initially get licensed (or move and get initial licensure in a new state, at any point in your career), your first license is usually good for some weird, random amount of time in order to fit you into the state's ongoing, regular system of license renewal. After that first renewal, your license will usually be good for two years, and you'll be on a regular, predictable renewal schedule.

Yes you do==== I too am in Mississippi and graduated then passed the NCLEX during a renewal year.. had my license less than a year when I had to renew.
In Mississippi LVNs renew in odd years and RNs renew in even years.

Most likely not, but that will depend on the state. If your initial license is granted during a renewal year it's likely that your license will be up for renewal the next renewal cycle but as each state has their own licensing regulations it is possible that in some states you could still be expected to renew in the same year you are licensed, especially if that states renewal date is closer to the end of the year.
Easiest way to check is to look at the expiration date on your shiny new license, that'll give you the answer right away.
