hi everyone,
can anyone tell me where could i find an IELTS review center here in New York. I really want to take IELTS but I'm not confident with my english yet. So i badly need a review center to refresh me.

You do not see too many review centers for the IELTS as it is not an American exam. It is from the British Council and originally was designed for working in Australia and other British areas. Seen more in Europe as well.
I suggest that you look at www.scottsenglish.com
They are out of Australia, but have an excellent on-line program and quite a few here have passed with their program.
You will find it easier to find a review center there for the TOEFL series since that is the American exam. TOEFL is specific for the US.

I plan to work within US, so after taking the TOEFL do I have to take TSE? Or either of the both?

Same areas that are covered on the IELTS exam, only major difference between the two is that you have a human reviewer for the speaking with the IELTS, and use a machine for the speaking section of the TOEFL exam.
I much prefer the IELTS series if you think that your weakness is in speaking skills.
You only need one series, with all of the required sections. And this is required if you need to get a Visa Screen Certificate. You never stated what type of visa that you are on, and that can influence things.

I have a tourist visa. I am here in New York, but I couldn't find an iELTs review center. What can you advice? Will i take the TOEFL instead?
Again, go for the IELTS exam. But please be aware that you are going to need to return to your country in most cases. There are no visas currently available, not sure how long that you have been in the US, but pay particular attention to the date stamped on your I-94. You cannot have it extended in most cases.
I have helped many students from the Philippines, and only recommend the IELTS series for them, especially when they are concerned with their speaking skills. Most do not like to speak to machines.
And just to remind you, there is a retrogression that is in place; so no petitions can be accepted unless you meet the requirements in advance. Dual intent is actually in violation of US immigration law. Just want to warn you on this.
Just noticed that you have not even started the licensure process as of yet per some of your posts this past week.
NY requires a CVS be done, and that takes an average of eight months to get done, even longer.
The other states require the CES for most of them, and that is not immediate either. The states that require one of these credential reviews will not even look at your application until it is done and they have the results of it.
And please be aware that if you are considering trying to get this done so that you can get petitioned while you are here on a tourist visa, it is not a good thing at all to be doing. What went on last year is very different from this year. You will be taking cuts in line in front of thousands that have been waiting, and some for an extended period of time.
Not sure when you arrived in the US, but you must have a letter from a Board of Nursing verifying that you passed the NCLEX exam, not just something that you received from them, but specifically a letter that they have to prepare for immigration. And this is usually three weeks to get done. And there are no visas available right now, and therefore no petition that can be submitted for you to remain in the US. Yes I am planning to go home. But unfortunately I cannot, because my mom has filed for a petition for me and we are still waiting for the I-485 to be filed for me to apply for a parole visa. That's why, I have no choice but to take the needed exams here in the US.

Sorry, but they are two very different things. If your mother has filed for you, it has nothing to do with you being in the US or not. The adanced parole is what you need to travel with, but again, if she is petitioning you, it is not with the I-485. That is Adjustment of Status, and that is not available to you at this time. You are being petitioned under something else entirely, and not the I-485. And that is for those that have met residency requirements and have a job offer as an RN. If you have not even taken the NCLEX exam, then there is no petition for you as work related.
Please take the time to do some reading here. I highly suspect that you are over 21 years old, and that means several years before you will get a green card via your mother. It is definitely not an instant thing and one that the I-485 for Adjustment of Status is even used for. You have been given 100% incorrect information. You will be getting a family based petition and that does not permit you to remain in the US. It will be faster for you to go thru CP processing at home as an RN than it will be for you to get petitioned by your mother if you have already finished school.
Again, which state are you applying to? You have listed both NY and Florida in your posts. Neither one has an English requirement, but the Visa Screen Certificate has the requirement.
When does your visa actually expire? I am speaking of the I-94 stamped in your passport?
And again, as I have mentioned above, I gave you the name of the best resource out there that I know of for passing the IELTS exams. This is the only set that I recommend that someone do from your country.
The pass rate using the iBT is low on the speaking section for those from your country. You asked me what you do, and I told you. Not sure what else, but please rethink what you are doing. The AOS is not used for family based petititions ever.

You may find with current problems in the US that your extension is denied. Many parents file for their children and looking at current bulletin they are processing dates of 1996 if coming from the Phillipines , because you are in the US makes no difference you can not get family based any quicker. Definately as Suzanne says get work based petition but again you are not ready for it and it will take several months to go through the process and if your extension is denied could lead to problems in the furture
If you are married and over 21 then the dates processing are 1985
