....if a parent fails to schedule an appointment with a physician after a hearing/vision/spinal referral, is it considered neglect or failure to provide adequate medical care? Just trying to figure out how far I need to go with my kiddos that have been referred but have not had a Dr. visit yet.

We follow up 3 times and then let it be. The end of year report has a section for "referrals not returned" (in IL, I don't know where you are)

If there is nothing done after 2 letters from us, we turn it over to the school social worker.

Yea, like kidz said, whoever does the end of year state report will show those kids, "Referred Not Examined." I would think it would be a form of neglect if the kid's vision was so bad they couldn't function in school and the parents had been provided the resources to take care of it but didn't.
