i'm not sure if this is what you're looking for, but it might get you in the ballpark:

The HRSA route seems like pretty slim pickens'. I've heard of hospitals who will help pay back student loans on hire. I don't know if there's a "list" of these but maybe we all can contribute and generate some info.

I think this may be what you're looking for. Knew some nurses while I was in school who moved to Alaska and had 30K paid in student loans. There are hospitals all over the country, but it was never very clear to me which ones.
Good luck.

Does this apply for LPN also? or Just RN's?

I understand the United States Public Health Servicea/Indian Health Services Hospitals and Clinics are great places to work and work off your student loans.
LPNs/LVNs are not eligible.

try your board of regents. I know OHIO has one for nurses that work X amount of years....its 20% of your loan per year
