Am i still considered as a "new graduate". i'm a foreign graduate. graduated last April 2012 and recently passed the NCLEX

Well, no. You graduated over a year ago, so you're not a new graduate anymore. But if you only recently passed the NCLEX, then you *are* a new nurse :-)

oh dumb question then haha. it's because i was wondering if i apply as a new grad at hospitals. thank you! :)

If I'm not mistaken, most hospitals with "New Grad" positions are looking for nurses with less than 6 months of experience. I would think that you should qualify as a new grad for job searching purposes :-)

If you have only passed the NCLEX but have not actually worked as a nurse yet, then yes, you should apply to new grad job postings. Those postings are intended for nurses who don't yet have experience.

My organization classifies everyone with less than 12 months nursing of experience as a "new graduate".
