I aM floored. I just received notice from GA Board of Nursing that they denied the endorsement of my MN RN license because I did not meet clinical practice requirements . When I called the board, they transferred me to a their Legal Nurse Consultant who stated that effective July 1, 2008 GA would no longer endorse RN license from Excelsior College students with no previous RN experience. She suggested that I go to my licensed state and work for a while then try again, but she could not give me a time frame.
Has anyone else experienced this. I thought we should at least have gotten some sort of notice/warning before this type of rule be adopted by the board. I am going to file a motion for reconsideration using an Attorney. Before I entered Excelsiors program I called GA Board to verify acceptance. I had been accepted to a traditional LPN to RN bridge program; I could have been almost finished their too. I am so sad right now. I have been crying for two days. I think I will need to see my doctor for Zoloft.
I have been an LPN for over 13 years doing Med/Surg for at least 10. I work on a hospital unit right now. THIS IS SO UNFAIR!!!:banghead:
The new bill sponsored by Sharon Cooper (523- i believe that is right) will ensure that no new bill will get by the HHS committee. It looks like she is setting up a specific committee for Nontraditional schools, but if you read it thoroughly, she wants HHS to be the co-chairpersons on the new committee.
There was no reason that SB 49 should have been handed to her, and now she is trying to make sure that she gets her little hands on all new bills that involve nontraditional schools, so she can smother them too!
I say enjoy your time in office and put some of that $160,000 that you are earning into savings, because there will be a running mate for her to contend with next election!!!!!

Alright then, we need to make sure that her new little bill does not pass the House, the Senate OR Governor Perdue! We have to focus some attention on letting Governor Perdue and all of the Senators and Representatives know what a conflict of interest this is and how disgraceful Cooper is acting!!! Her actions, attempting to suppress our voices by playing this political game, fits right into the definition of FASCISM!!

No, love, the new number is also right. Il Duce is trying to get all of our bills to go through her committee, even though 1) It is a direct conflict of interest and 2) It is supposed to go to the HIGHER EDUCATION COMMITTEE.

another sharon cooper related nursing education bill....i guess if she gets enough of them out there, one of them will sneak it's way through. we must be diligent and address each one of her bills as though our lifes depend on it. ultimately...they do.

Alright, EC needs to get on the ball with this, and I mean in a major way. We need to contact the school tomorrow and let them know this. Also, Governor Perdue (as if he doesn't already know this) needs to look at every piece of legislation that comes from Cooper. She is going to alienate every other state in the country, thereby increasing the shortage with her fascist views. This has to stop. I think, with her, it isn't about better nurses, it is a pride thing now. She is a poor representative of the people.

i have been doing some research about ec and californias decision to stop licensing ec rn graduates and found an interesting article:
sacramento - the california board of registered nursing prevailed today in a state court of appeal decision upholding the brn's position that excelsior college graduates, like other out-of- state school graduates, must fulfill all california licensing requirements, including supervised clinical practice, in order to qualify for licensure as a registered nurse in california.
ruth ann terry, brn executive officer, stated, "this decision is of critical importance to the quality and safety of rn practice in california. it affirms the board's position that there is nothing more basic to safe nursing practice than ensuring that students learn hands-on skills through sufficient hours of supervised clinical practice in patient settings."
documents filed with the court by excelsior college describe the college as a distance learning program based in new york. the california court of appeal decision states, "as opposed to california's 810 hours of supervised clinical practice in a variety of settings with various patients, excelsior's students simply take the weekend cpne."
the court explains the cpne (clinical performance nursing examination) is "a weekend course, administered over two and one-half days, with a limited number of patients involving only two areas of nursing." the litigation background is as follows. excelsior college sued the brn in december 2003 after the brn ruled that, in order to be eligible for examination and licensure in california, excelsior college graduates enrolled on or after december 6, 2003, like all other out-of-state school graduates must meet the legal requirements for licensure in california, including the requirement of supervised clinical practice concurrent with theory. excelsior's lawsuit consisted of a petition for writ of mandate and a complaint for declaratory and injunctive relief. the brn filed a demurrer, and after briefing and oral argument, the trial court ruled in the brn's favor and sustained the demurrer. excelsior filed an appeal in september 2004. following briefing and oral argument, the court of appeal issued its decision in the matter on february 23, 2006.
the court of appeal acknowledges "... the numerous attempts by the board to assist excelsior with developing strategies for coming into compliance with california's requirements. excelsior chose not to do so." it further states, "as a practical matter, graduates from out-of-state programs can be ...assured of licensure in california as long as their schools meet the minimum california requirements." ruth ann terry welcomed the court's recognition that "the primary purpose of the board is to protect the public," and that "in clinical practice, students learn the vital hands-on skills that are at the heart of nursing practice."
executive officer terry elaborated, "distance education plays a key role in the education of today's nurse. the board is fully supportive of innovative learning methods and stands ready to work with all programs to expand the capacity of nursing education to help alleviate the nursing shortage. that said, we will not compromise standards for the care of california patients. we believe that quality education and expansion of education capacity are fully compatible." on a related note, in august 2005 the national council of state boards of nursing adopted a position paper that recommends "nursing education programs shall include clinical experiences with actual patients" and "should be supervised by qualified faculty." the ncsbn stated, "because the mission of the boards of nursing is to protect the public, the boards asked for guidance with evaluating prelicensure programs that do not provide experiences with actual patients." ncsbn is the organization of all of the state boards of nursing.

the article says that california board of rn attempted to work with the college in coming to a decision that would both satisfy ec still being accepted in calif. and coming to a reasonable clinical experience sufficient to satisfy licensure. the issues of that being insurance and who would act as a point of contact in specific facilities to teach the nursing students. throughout my education i found it very intersting that california did not have a cpne site being that calif. is one of the largest states. i travelled to texas for my cpne. if my memory serves me(lol) georgia has a cpne test site. why cant there bew some sort of agreement between ga brn and ec to satisfy the clinical requirement so ec can continue to have ga rn students continue there education. just a thought. i am also curious what the california brn proposed to ec to continue licensure. sorry for such a long post.
Yes, Georgia has at least 2 CPNE sites maybe 3. I agree...why couldn't Ga hospitals work something out with an EC graduate or student.
Another bill by this lady....this is getting ridiculous. Its getting hard to even keep up. You guys are right...that's excatly what she wants. She figures if she puts out enough bills one of them will slip threw. She hopes half the people see so many of these bills and probably will get mixed up on what to vote yea or na on and hers will pass. That's why its up to us to inform the governor, all the representatives, media, and public. She wants people to be confused or not know. Thank you so much for keeping us all updated everyone. Yes, EC needs to contacted by phone, and email tomorrow. I will call and I'm going to wirte an email to several people at EC now. Yes EC needs to get on the ball...we haven't heard from them in a while.

I am sorry for not just Excelsior College Rn students, but all students from other non traditional rn programs. There is a barrier to all of them. I have not had a slow day at work in a long time, there is no shortage of sick people, only a shortage of Medical Providers, not including nurses. There is a shortage of All Medical Professionals included unlicensed medical providers, who are a back bone of medical care. This trend of states no longer accepting Excelsior College is not new and will continue throughout the USA unless the energy of all the dedicated Excelsior College RN students unite to educate everyone of our prior clinical experience. I just find it very interesting that a 4th year medical student is writing in support of any initiaitve to bar licensure to anyone. This medical student has no idea how important nurses are to assist her in developing her assessment, decision making, time management skills.
